scratchy output jack

first let me explain the bass and how it came into my posession. my G&L was stolen at a gig and i have recently found in my guitarists house a vantage p style bass. before it's output jack wasscrewed up enough to the point that just moving caused it to turn off, i resodered the points in the eletronics and that is no longer the case, there is now a ton of buzz (which was present before) and the jack is just scratchy when a plug is moved,

so i humbly ask, any suggestions?

Have you tried simply cleaning the jack? Is it the open-type or closed?
Sometimes the contacts get dirty or corroded. Both can be cleaned, although I'd probably replace a corroded one. However, you could sand the contacts clean if needed.
Many times, the tip contact isn't making good contact, and this tab can be bent to fit the plug's tip a bit tighter.
I consider cleaning the jacks to be regular maintenance. Most jacks tend to get dirty or scratchy from time to time, as do pots and switches.
Try taking a q-tip with some contact cleaner or something similar to clean the jack.
