He did list open string buzzing as a symptom -- and if he allowed a lot of relief, poorly cut nut slots are a reasonable candidate for the open string buzzing.
Nothing says he only has one problem -- and, obviously, if the open string buzzing he's hearing is only from the strings hitting the 4th fret, then it's not the nut. But there's not enough information to dismiss the nut as a part of the problem so casually.

If he's got ramp-up at the heel, adding relief would have made the buzzing much worse, and it would likely be showing up from the middle of the neck on downward.
To the OP: I still think you'll have an easier time analyzing the issue if you reset the neck and action to a more ideal place, then take a look at something like this:
