Several questions about finishing/painting a neck

Hola,

I'm starting a project bass. It will most likely be a jazz bass, black body, P-pup rout in the neck position, black or tort pickguard. I want a matching headstock or an entirely black neck.

I'm looking at the Allparts JEO (ebony board). Should I get it a) finished and sand the headstock and paint it black? or b) unfinished, paint the headstock and finish the neck?

Is it possible to paint the hole neck black and still get a satin-finish feel on the back of the neck?

I should mention I know nothing about finishing necks, un-finishing necks, or painting necks. Any advice is appreciated.
