Michael Dolan would be my first choice. I don't know if Gary Brawer does finishes. There was a guy in Walnut Creek for a while, but I haven't heard anything about him lately.

Stephen White in Berkeley is pretty good, I don't know if he does refins though.

Geoff at SF Guitarworks (on Potrero) is great, and I'm pretty sure he does refinishes. He did a beautiful refret on my P-bass as well as a bunch of other work for me over the years.

+1 to Geoff at SF Guitar Works, he's done great work on my Lull M4V. Rich Collopy at Collopy Guitars in the Richmond is also very good. His prices are usually cheaper than Guitar Works.
