Short scale set up??

I just been learning about the set up process of a bass, as to how to do it yourself. The question I have is are the base measurements going to be the same regardless of scale length? For instance, from what I understand 3/32 is a good starting point for the action as measured at the point where the neck meets the body (generally the 17th fret). If there are different setting for the scale what would they be? I'm playing and Ibanez mikro which has about a 28" scale. Any thoughts, suggestions?

Setup can be different for each bass and player regardless of scale length.

IME, the simplest thing to do is to start at the same values and adjust from there to suit your instrument and touch.

I know this may be going against the grain, but I used to measure, but now I go by feel. Sort of turn the hex wrench until... uh, that feels good... no buzzing now... perfect! It's going to depend much on how hard you play.

Thanks guys, thats pretty much what I'm discovering. Man was bass OFF. I used the measurements I found to get in the ball park and have been making adjustments from there. I just wanted to make sure that was the right thing to do. I'm a fairly new player, so I wanted to make sure It wasn't just my playing. I've about got it nailed down now and holy crap what a difference.
