Some (Maby) Major problems.

I have a slight problem with the neck on one of my basses, it is anoying me a great deal with the action. It is very low up with 1st fret and from there it gets higher and higher until it is very high at last fret, my measurements are:

Relief: 0.30 (measured with 8 - 9 fret, I have had it lower but the it buzzed a great amount, and the string almost layed down on the 1st fret.)

String height:
2. fret: 2
8. fret: 7.5
12. fret: 9.5
16. fret: 11.5
24. fret: 13

Does anyone have a idea about what to do about this? This bass is neck through and have gotten its fretboard replaced about half a year ago. the bass itself is 1 year old. Should i contact the maker and make him look at it?

I was about to recommend a neck-shim, but it's a through-neck.

The old Trussrod got stuck, and it was placed in such a way that it was hard to get it out.
