Squire Affinity P-Bass Volume and Tone Knobs

Yesterday I was fiddling around with my new bass (I was removing the plastic from underneath the volume and tone knobs) I had to remove the volume and tone knobs... which was very easy with the help of an allen wrench... the problem was when I put them back on...

The knobs don't sit exactly level on the actual control knob underneath them... at first when I put them back on the knobs would get stuck while turning because the bottom would of the knob would hit the pickguard... so I just lifted them up a little and problem solved... it just bugs me because the knobs are still not a 100% level... they don't turn in a level manner... I know it's not a big deal, but is this normal? I didn't notice if that was the way they were before I touched them... and last but not least, how much should I tighten the little bolt that keeps the knobs in place?

The knobs are the chrome ones with diamond cuts for grip and a flat top with no markings...
