stripping frets off of an ibanez gsr200?

I just picked this bass up the other day for $50, it was in rough condition but I cleaned it up

I cant seem to get a good slap sound out of the lower two strings

The action at the 22nd fret is at about 1/3 of an inch, but every time i try to slap either of them, all i get is the bad clunking sound of the strings hitting the frets, am i doing it wrong or Is this bass just not meant to be slapped?

Would making it a fretless bass fix the problem?
