Stupid newbie question regarding fret buzz and "low action".

I got a sweet Schecter C-4 last week and love it, but noticed that there's a lot of fret buzz on the first 8 frets, mostly on the E string, though it's lightly there on the others. I set the bass on a table to see if the strings got lower at that point, and sure enough, they kind of do. I asked a few people on Craigslist about this, and most of them mentioned that the neck/tuss rod might need readjusting. But at the same time, a guy at work who really knows his stuff said that whoever had it set up had it set for low action. Is that part of the problem? I have no clue what a lot of these commonly used terms are, but I'm workin' on learning.

So I quess the question is- does setting the neck at a different angle what causes "low action"? I plan on taking it into a local music shop, but would still like to learn about things like this from people who've dealt with it before.

In general, fret buzz in just the lower frets means there isn't enough 'bow' in the neck. The looser the truss rod, the more bow there is. So a slight turn of the truss rod to make slightly less tension (looser) would probably do the trick.
