tension

i have heard the the closer the winds are to the bottom of the post on the tuning pegs it increases tension is this true??

It could increase downward pressure against the nut, if that's what you mean.

As far as tension in the actual playing section of the string, no. A certain amount of tension is needed to cause an individual string to resonate at a certain frequency. More tension wil change that frequency. So, to be in tune requires a certain amount of tension. Different types of strings require different tensions to be a ptich, but that is based on other criteria like size and core type.
