Truss rod and Action

hey, i'm curious to know what differant ways people adjust there truss rods and action, i heard that a good way to measure relief is to loosing all of the strings on the bass, and then adjust no more than half a turn in the way you want to turn, and hold down the first fret of the E string and the last Fret of the E string, and there should be about a gap of 1mm or less above the 7th fret ideally.
I've also heard that your meant to lower the bridge all the way, to the lowest it will go, and then adjust the truss rod and measure the releif, again by pressing down on the 1st fret of the E string and the last fret of the E, or all of the strings. Which ways would yous recomend? and does the hight of the strings (action) have anything todo with the releif, if you have a high action, does that mean if you measure your releif, it will be higher than if you have a low action, or does it not make a differance?
also, i'm getting fret buzz on the higher notes of the E and A strings, and a low hum/buzz, it sounds like, and some rattle when i pluck the strings open, could this be from having the action to high? is my truss rod to slack? on my stingray, measuring in MM's plz, what do you think i should set my Action to, to try and get rid of the buzzing, at the minute measuring from the E string to the 12th fret, its about 5 and a half mm, and 4mm from the 12th fret to the G string. Whats the best way to measure how high you want the A and D string?

i'd really apprisiate any input.

Your action will have no affect on your relief. I check my relief by holding down the lowest string at the 1st & 16th fret, and then check the string height at the 8th fret. Usually about a credit card width between the bottom of the string and the top of the fret.
