You could get a needle file and file the opening of the M4 washer big enough to fit around the rod...
Also, have you tried removing the nut, cleaning it (and the threads of the rod) and lubricating it? Sometimes that is all you need to do to get the truss rod working more effectively.
For example, I recently did a setup on a Fender A/E whose truss rod wasn't taking out any neck relief. After cleaning and lubing the nut/rod, not only could it take out the relief, it could put the neck into a backbow.
You can use dry graphite, teflon lube or light machine oil to lube the nut/rod.
