Truss rod stuck

I just bought a brand new Sterling by Music Man Ray 34. The neck is virtually straight, and I'd like to loosen the truss rod to put a slight bow in it. However, when I tried to adjust it using the wheel at the bottom of the neck, it wouldn't turn. I didn't want to force it, so I didn't use all my strength, but I did use enough force to bend the allen wrench I was inserting into the holes. Still it didn't budge.

Any suggestions? Or is there something else to these basses that needs to be done before turning the wheel?

It's pretty common on new basses for the trussrod to be a bit stuck.
A quick, reasonable knock on the side of your tool shall get it started.
