Truss rods question, partial flat fingerboard?

Is it bad if the truss rods on a Ric appear to work fine, but when trying to get the lowest action possible, only about the first 4 frets from the nut flatten out leaving a slight curve in the rest of the neck? That obviously causes buzz on the first 2 frets or so.
The action is nice and low, but could be lower. Not possible in this case though. I have a 24" straight edge to verify it over any possible optical illusions. The first 4 or so go straight, the rest keep a slight curve.
This is a fantastic Ric bass, but if there is something wrong, I would probably just return it. It has a very thin neck, so it almost feels "soft". I can move it with my hands very easily. Even holding the headstock and leaning it back will curve the neck a slight bit.

Right to the point. Thank you. The bass went right back to GC. For the price I paid, it wasn't worth the issue that could only get worse without needed fixing. I explained the issue to them. I really hope it is addressed before they just put it up for sale again.
