Undersized headstock holes or Oversized tuner bushings ?

Hi folks

I recently picked up a Warmoth Tele bass neck to install on a Fender bullet bass body......I got it without tuners, so I picked up a set from a late model MIM P-bass, the bushings of which are listed as 11/16 of an inch......When I went to install them, the bushing would not go in.....I measured out the holes to be 17mm in diameter ( .669 inches) .....11/16 of an inch calculates to .6875 inches.....
Am I missing something here?....any help would be appreciated !

I don't understand what the question is.

The tuners are too large for the holes. I'd either enlarge the holes or get smaller tuners.
