Uneven volume across the strings.

The volume from string to string is uneven. For example the E and A strings volume is off noticeably. Is this a pickup problem? I know it's not the strings.

it is most likely a pickup adjustment issue

Find the website for whatever brand of bass and look for a tech page. It should tell how to measure and adjust the pick-ups.
Or just go to Fenders and use theirs. Or Google.
