unplayable lower frets

i have a beater bass on which the first few frets are unplayable as they buzz like crazy. here is what i know
1. at first i thought it could be the frets but now i have defretted the bass and the problem remains
2. i think there was some back bow so am turning the truss to make the neck straighter but i cant bow it too much as i need to keep it low and flat to get the fretless mwahh sound
3. the strings are much closer to the finger board as i go closer to the nut and a seem to be higher as i go up higher on the neck

if there is still some back bow then how can the action be higher at near the pickups?
how do i fix this issue while keeping the action low enough to get decent mwaah or the singing fretless sound?

If the FB is made out of wood, take a sanding block, a long straight-edge and level it as You wish.

Wait...?

Backbow? You mean your neck higher in the middle (towards the strings)? Cause that is what I visualize from your description.
I believe that a great neck/fretboard is completely flat, no bow or very little bow (away from the strings in the middle of the neck).
Typically your action will be completely flat or slightly higher towards the pickup/bridge area.
Does this help at all?

Your neck is too straigth, probably backbowed, loosen the truss rod to add relief to yor fingerboard.

cool am going to try to loosen it further if that doesnt work i am going to sand down that area i guess
