| That's correct. What you've got is the basic Fender Jazz bass setup; the advantage is that you get great control over volumes of the individual pickups, which will in turn give you more tonal control - i.e., the bridge pickup is a lot brighter, the neck pickup a lot darker, so adjusting the volumes of each can potentially provide a lot of tonal variation. The disadvantage is just what you stated - if you want to completely mute the bass, you need to turn both down. The other option is to use a volume pedal or A/B switch pedal to mute the bass.
I personally prefer a single volume and a pickup blend knob to the dual volume knob setup.
