what is best for cleaning the backside of the neck

What is the best for cleaning the backside of the neck. my thumb has begun to get stuck when trying to slide it across the neck.

this won't solve your current dilemma, but it will keep it from reoccurring:

wash your hands before playing. wipe the neck down with a dry, clean cloth after playing.

oh ok. I just didnt know if there was some sort of cleaner, since it seems like they have one for every other part of the bass.

Depends on the finish. The chemicals, waxes, oils, etc. may change but I always end up using #0000 steel wool.
