A dead spot is a spot on the neck where the note doesn't sustain as long, or at all. The 7th fret seems to be a really popular place for dead spots to occur.

the 7th fret g-string on fenders is the most common place. It happens when the note and the resonant frequencey of the neck clash and the string can't vibrate properly or something like that

That's not necessarily a dead spot dude, that sounds like a worn nut or something more like that. What kind of bass?

I checked his profile and it looks like a it is a first act, so it could be any number of things from poorly seated frets to a worn nut

What is it that causes dead spots? Can they be fixed?

Usually dead spots are the result of either a warped neck, low/high fret or a toast nut. I would bring the bass to a luthier. I had a few dead frets on my bass and it turned out there was a slight dip in the neck between the 10th and 14th fret.. A lil truss rod tweaking and a fret level should take care of most dead spots.
