Where to measure string spacing?

Is the string spacing measurement taken at the point the string enters the bridge or at the actual string to saddle contact on the bridge?

If I'm not mistaken, it is the center of the part where the string rests in the saddle pieces of the bridge. Otherwise, it would change depending on the gauge of strings you put on your instrument.

So imagine it being from the center of one string to the center of the next string.

Why are they called strings if they're made of steel?
