I should have thought better when you mentioned upbeat, try adding the words "jigs" or "reels" to your searches, that'll get you more upbeat stuff, but it'll all be Irish Celtic, IIRC(I'm not sure if other forms of Celtic music use jigs and reels).
Here's a pretty cool one, Celtic Woman - A New Journey - Granuaile's Dance
If you don't mind a more modern rock style mixed in, Horslips is a good source of this kind of song, most of their songs are at the very least the chord patterns from old Celtic stuff. Plus, their bassist is utterly excellent.
I've often heard them described as a celtic Jethro Tull. The High Reel King Of The Faries Speed The Plough Dearg Doom

Not to come across as a troll, but I'm a pretty big Pogues fan, and I feel it sells them short when people refer to the pogues as punk, they really are world music. Much of their music is more subdued, "Thousands are sailing", "olde main drag","young ned of the hill", "the aulde triangle", "repeal the liscincing laws"(this is straight trad), just to name a few. Their first album "red roses for me has a couple gems on it.
Sure, they have a lot of punk influence in some of their work, but it is by no means the main definition.
Also, they do a great cover of "honkey tonk woman" by the Stones, but Spider Stacey does the vocals on it not Shane.

I get into it about them every now and then. any way, you're right on their harder stuff they sound pretty much like celtic punk(i'm thinking waxies dargle here). My point to the op was there are certain melodic,more classically structured songs as well, which, given the general view of the band, would go completely unnoticed.
