Dunno if this would be better suited for Effects or Recordings, but...

What effect is being used for the bassline of Parliament's "Flashlight"; particularly for those freaky high vibratos? Or is that a synth line? Whatever it is, it's so cool! [insert "FUNKY!" smiley here]

It was a song originally written for Boosty. One day Bernie Worrell was messing around with the bassline on his keyboards, and George heard it and had a change of heart, so he kept the song for the Parliament album "Funkentelechy vs. The Placebo Syndrome". Boosty is playing drums on the song.

Yeah, it's a synth bass played by Bernie Worell, but the bass line could most definitely be played on a regular four or five-string bass with a little fuzz and an auto-filter/Mu-Tron. There's a great live double CD of the P-Funk All Stars from the early 90's out on Westbound that ends with "Flashlight" and has the bassline played on both synth and bass guitar.
