How do I get my bass to sound like this?!

Around 1:53 the song breakdown into a bass, synth bass, and horn jam. I can't tell if the synth bass is a bass with effects or a keyboard, mind helping me out? And if it is a actual bass with effects what pedal should i look into getting because that was probably the funkiest stuff i've ever heard.

Sounds like it could possibly be an envelope filter, not sure though.

Yeah, it's an envelope filter like a Dr. Q (or QTron) which was used widely back then.
