OK, allmusic.com says it's bassist Eddie Branch of UK Decay who are aparently a post-punk band.

I think he's doubling the synth part. There is bowed instrument in their for sure.

I saw that tour as well, 1990, with NIN opening. It was all keyboard live, no bowing.
