| Quick Question about Youtube and file sizes

So youtube has a 100mb limit on the size of the video file you upload. So should I be encoding my videos so that they're as close to 100mb as I can get them, or would that make so that they take a lot longer to load? I don't know how that works exactly since the vids are kinda preloading when you watch them or something.
