everytime I hear it, Flea is credited to it, but it doesn't sound like Flea.

So, anyone know?

I don't think it was flea. Could be a self-taught musician. It just doesn't sound recorded like flea, or like something he'd write. The technique sounds a lot different to me too. I think the guy is self taught.
