I don't know if it's a Billy Sheehan tune, but I don't think it's Sheehan playing - cheesy midi drums (and Billy's got lot's of drumming friends) and questionable technique and timing (for such a chops type song). The song is titled Kang Solo, so I'm guessing it's a dude named Kang. I'm not sure if that helped you at all... lol!
