Most of the Mingus tracks do that to me.. its quite crazy.. but in the contemporary
scene, i would definitely say Right in Two by Tool.

The Road to Devastation. Especially the really "breathy" lyrics. And the ending on the album.

So, pretty much every thing about that song....

I'd add "I Grieve" to that list: http://www.youtube.com/watch?v=O18A4RugiMs

Peter's Up album is my favorite of his since I got it.

I enjoy Post-Rock as a genre for its abilities to give me goosebumps several times throughout an album. Some of my favorite listen-through albums for these reasons are Godspeed You! Black Emperor's 'Slow Riot For New Zero Kanada,' Mono's 'You Are There,' pretty much anything by Mogwai, Explosion In The Sky's 'How Strange, Innocence,' and Every Gentle Air's 'Every Gentle Air, Pt. 2.'

to build on the idea of the previous post: "Have You Passed Through This Night" - Explosions in the Sky, specifically the moment the guitar melody with the delayed slides comes in right after the monologue finishes, that is musical bliss to me.

And also, the first few bars of "Twentytwo Fourteen" by The Album Leaf. Those first chords give me the same relaxing feeling of being outside alone in a rainstorm.
