Song for my father- Wooten's version

quick question about this song:

what is going time wise on when it goes to the "B" section. our drummer is saying the drums are playing 12 over 4 (4 groupings of 3). i am hearing victor playing 10 notes on the Eb7 before switching to the F-7 in the 2nd bar of the b section 10 notes on the F-7 then 5 notes over the Eb7 and Db7 bar, then going back to 4/4 on the bar of C. so basically a 5 over 4.

does anyone have any insight into if we are right or not? we have it by feel (barely), but it would be very interesting and helpful to figure out what is going on in that section.
