Bow Hair Question

I've been noticing on my German Bow that hairs are coming loose. Ie: I've tightened the hair to play and some hairs remain loose and even droop.

Is this a sighn of too much tension or does the bow just need a rehair?

Rehair and don't put it off. I did just that and had a horrible gig since my bow wouldn't hold the right amount of tension. After the rehair I realized just how bad of shape the hair was in.
