Take it to a luthier. The average rate is about 50-70 USD.

NO, if you have never done it before.
A luthier learns to do this several years.
but you can start now how many bows do you have to practice?

Seriously, it's tougher than you think. Not to mention the fact that you'd need some fairly specific tools (or close substitutes) to do it right. You'd be better off having someone do it for you.

Seriously, don't try to rehair your own bow unless it's one of several cheapo spares you have, and there's someone who can teach you to do it. Believe me, you will mess it up...

Rehairing a bow is about the hardest thing you could try to do.
You might even screw up the bow, take to to a shop.

And: Rehairing a bass bow is more difficult than doing a violin or cello bow. I spent a few months trying to learn to do this. I was able to do a satisfactory job on a violin bow, but never could get it right on bass bows. I gave it up, and I am a very talented craftsman. Like the other responders, I wouldn't recommend it!

Like everyone else, I highly recommend that you not try to rehair your bow yourself. I studied bow rehairing under a world class violin maker and even with his expert instruction, it took me many, many tries before I was able to do a satisfactory job and probably more than a hundred before I got good at it. It's definately not a good DIY project (unless you are looking for an excuse to buy a new bow).
