A bass line is defined as the part played by the deepest-pitched instrument. So yes, that's a bass line.

It's done on a synth, though. Not a bass guitar.

I cover synth bass lines ala Michael Jackson, Madonna, Cyndi Lauper on live bass using an envelope filter. People have been using synth bass in recordings for decades.
