Ground issue?

Just purchased a kinda low-end PA mixer. As soon as I started using it, I noticed alot of humm/static through my mains and could only get rid of some of it by adjusting settings on the PA. But then the other day at practice, I decided to do some backing vocals and found that if I was playing my bass and my mouth touched the mic, I got one hella shock! Is this a grounding issue? Would this also explain the humm? What would be the best way to test this? The wall outlet i am running through is a GFI so I figured it couldn't be the outlet but I could be wrong as I really don't know alot about this kind of thing. Any help would be greatly appreciated!

Sounds like a miswired outlet. You can use a mouser to determine outlet wiring. Its either the one the PA is in, or your amp.
P.S. Dont use this PA until you get the power fixed. It could be dangerous.

Well, they are both in the same outlet and I don't get any humm from my amp at all. Could it be a bad ground inside the PA instead of the outlet?

Could be, I would maybe try using a rack rider power conditioner, and plug the PA and your amp into it. See what that does. Please be careful.
