I can seem to do them fine from the 5th fret down to the twelth, but out of that frame, I'm completely lost. Any tips on how to do it? I mean like proper technique. Thanks if you can help me out

Getting good harmoics can have alot to do with both technique and the instrument on which you play. I can ring harmonics on my Modulus that sounded weak on other basses I have owned.

Try plucking more near the bridge. If you have a 2 PUP bass, blend more toward the bridge PUP and increase your mids a bit.

Hope this helps.

I dont have any problems with the 4th fret one on my Cirrus. I've never been able to get the smaller ones than that to really shoot out as loud as the rest.

A compressor may help.

The way I do pich harmonics is I press down a note, rest my thumb on the string softly, pluck and remove my thumb quickly. With a bit of vibrato I can get a pretty weird sound. Is that how you do them ?

Yeah It's really hard to do it consistently without muting it.

Learn the overtone series. It takes a while to get (sometimes) but really helps you learn harmonics.
