Chords and Scales

Hi
I need desperate help on chords and scales. I do not understand when you play a scale on the lower part of the bass, where would you play the same scale on the higher part of the bass is lets say you want to tap it?

Also where can I get a list of all these scales and chords?

12 frets up. Your fretboard may have markings at the 12th fret. The note patterns/tones are the same only they are an octave higher; ie the note 3rd fret on the E string is G - the 12th fret note is also E and the note three frets above that on the 15th fret is a G. Same for all strings and every fret. Whatever you tap on the lower part of your fretboard, tap the same pattern 12 frets up on the higher part.
