Does anyone know the specific technique he uses at around 15-16 sec. into the song. I know its a variation of a hammer on thumb down then up but i cant seem to get it to sound anywhere near his( and i know it takes a lot of practice) but it would be nice to practice the proper technique.

this is correct...however, for some less talented, or at least less practiced than vic, like myself, its a lot easier and sounds almost as good to just use double thumb on the main "riff" if you will |

Wooten himself does play it thumb down - hammer on - thumb up according to his website and tab book, contrary to popular belief.
Thumb down - hammer on - pluck however is a great alternative if you are not skilled at double thumbing.
