I was watching this Victor Wooten Bass/Guitar Battle and at 1:10, Vic starts doing this insane percussive slap thing. Does anyone know how to do this technique?

Those are just fuzzy hair ties. He uses them to mute the strings to keep them from vibrating sympathetically. That guitar player is Victor's older brother (Regi? Or is it Rudy?) and he taught all of the Wooten brothers how to play. Anything Victor does on guitar, his brother showed him how to do.
