Finger picking technique help

I play a 2 fingered technique, but i always get a clack sound of the strings hitting the 13th fret, i've raised the action to a ridiculous amount and it still happens, i dont mind when im playing iron maiden, cos steve has that clack. But othertimes i dont want it. Any suggestions?

Two possible problems/scenarios:

1. Your touch might be too hard (or not perpendicular to the string enough) to not produce the clack even at high action.

2. Your bass' 13th fret is bogus (i.E too high) and it needs a fret levelling job. Does it happen on all strings consistently? Or is it more pronounced on one or the other?

I tend to hit the strings with a little force but not too much, and its mainly the E/A strings, it could be because i dont have to stretch my fingers as much for the closer strings, i hit them with more power?
