fingers across strings

When I am finger picking, where on my finger should the string first hit. Should it be in the middle of the pad of the finger or should it be right at the tip.

When I play with the string on the pad of my finger, I get a nice warm tone, but my playing is slow and I can hear that fraction of a second when there is no sound because the finger has muted the string. (because I am dragging my finger across the string)

When I play with the string on my finger tips, the tone is a lot more aggressive, but I can play faster with no muted strings. (because my finger is in contract with the string for the least possible time)

Perhaps I use whichever technique that is required for the song?

You pretty much answered your own question here. All bassists have slighlty different finger styles, and where they contact the strings with their fingers varies greatly from moment to moment even in the same song.
