Hum, its easy to do it yourself.
Take off the strings, take a thin knife, like an exacto, carefully slide it between the base of the nut and the wood of your neck, try to get an opening big enough for a flat screwdriver, and pop the nut off with that.
Then just sand the bottom of the nut by rubbing it on some sandpaper, rough enough so it wont take ages, but soft enough not to eat through your nut in a matter of seconds.
Sand it down slowly, try it on your neck with a string every now and then, and when you feel its lowered enough, just put **a bit** of wood glue under your nut and drop it back where it belongs.
You cn put your strings back right away, they'll help tightening the glue's grip.
After that, you'll probably have to play with your bridge and truss rod and bit, nothing complicated.
For the rod => put your bass flat in front of you, body to your right and headstock to your left. If your rod opening is at the headstock side, twist the rod towards you to tigheten it, lowering the action. If the rod opening is at the body side, its the other way, away from you, to lower your action.
Be careful though, *never* move your rod more **1/8 of a full circle** If its not fixed properly after 1/8, give your bass a few hours to adjust and giv it another 1/8 twist.
