it may sound funny, but:

Play slower.

Speed comes naturally, when you know the music inside out.

Scales. Metronome.

Speed is an incremental thing. Start scales ridiculously slow (like, 40 bpm) and slowly work up from there. Do not increase your speed until you can play them with what I am going to call remarkable clarity. Then step up to 60 bpm and do the same. Continue till you reach the wall (which is never).

This technique will both increase your speed and relly improve your technique. You'll find yourself playing faster and with clarity.

This is the only way I know of to get usable speed on the fingerboard.

To build on the already good suggestions on this topic...

Find a song that you like that you can't play because it's too fast for you. Work on it. Lots. But, heed the advice of the other people which was "play it slow and work up to the proper tempo". Make sure it stays clean and clear, otherwise you're just going to be playing really fast garbage that people won't want to listen to anyways. Working on a song that you like is much more fun than always working on scales to build stamina/speed... but make sure you hit those scales every day too.
