harmonics and notes

sorry for my ignorance, but harmonics are related to some notes. How can i do to determinate which note is an "x" harmonic?

the 7th harmonic is very out of tune...

It shouldn't be.
If it is, then your bass needs an intonation setting.

All the other harmonics are fine but the 7th is just way out.

It's quite natural that the higher partials (overtones, harmonics, whatever you choose to call them) are further out of tune. That's the way the overtone series works.
