what does "scoop" mean in bass terminology?

Usually used as "scooped mids" meaning bass and treble frequencies are louder and midrange frequencies are quieter. If you looked at this sound on a multi-band eq it would appear as if the mid frequencies had been scooped out -- like scooping ice cream from a big container. This gives a "scooped" tone like Marcus Miller's for example.

It means the midrange frequencies are low in level, in comparison to the highs and lows. Smiley-face EQ. If you have a knob on your amp with a name like "enhance", "slap", or any other artsy term, odds are it's a mid-scoop. Your sound could be scooped even if no EQ controls are used--it can be inherent to how an amp was designed, or the woods and electronics of a bass, etc.

"Boosting the highs and lows" = "cutting the mids" for most practical purposes.

Thanks - that all makes perfect sense. Of course, I finally found the def. on the Wiki buried under "bass tone glossary".

My GB Shuttle has a switch that gives me that smile automatically!!! "Power on" Oh - there's one in front as well. (of course I didn't read the manual)
