Double fingering. Use each finger like a pick.

set a metronome to 4/4, and play scales to it alternating index/middle/ring. start slow, bump up the speed as you feel comfortable with it. when you start getting really comfortable, start using up and down strokes on your index finger. it takes time, but i've been at it daily for a few months now, and speed is no longer an issue. i can keep up with our drummer's short double bass bursts, and before too long i'll be faster than him. that'll get him... get him good.
