John Entwistle technique question

I was watching a video on YouTube recently of The Who playing Baba O'Reilly in concert, and something John Entwistle did intrigued me. Towards the end there's a couple of shots of him playing, and it seems to me like he's splaying his fingers across the strings instead of plucking them. I'm curious - what's he doing?

From what I've read, he eventually started to use all 4 fingers on his right hand. I think he's raking his fingers across the string(s) one after the other, very quickly. Kind of like how you might drum your fingers in succession on a table top, but combined with the raking action.

There are "damaged frames" which got removed but if you watch and listen he's just flicking the strings with his fingertips. Probably just trying to impress Keith Moon, they always joked around onstage.
