I think it would be picture-perfect technique if your thumb always moved in sync with the rest of your hand. What I find usually happens though is that your thumb becomes a pivot -point for small shifts, remaining stationary while the rest of your hand shifts up a fret or two.
Remember that there is no such thing as "perfect technique" in the real world. I believe that as long as you're getting the sound that you want in a way that is efficient for you and you're not straining or injuring yourself, you're on the right track.
I read a while back about a bassist (I forget who it was, maybe Jonas Hellborg) who focuses on "economy of motion" in his practice - essentially using as little effort as possible to achieve the desired results. That's something that has stuck with me ever since and I think it's a good code to live by.
