Does anyone know of any good videos for building up incredible speed just using two fingers ( like Jaco) I can play fast, but not as cleanly as I would like and definatley not for long periods of time. Most of my time is spent on Upright Bass, but I would love to be able to play fast and relaxed for long periods of time.

Don't just jump in and play as fast as you can and then get frustrated when you lose time or get tired. As your general technique gets better, you will get faster. One thing you can do to work some speed training into your practice is to work with a metronome. Start where your comfortable and just play basic rythms 8ths, swing 8ths, triplets, etc. Each day speed up the metronome by few beats per minute. This will make you faster, improve your time, subvisions, and technique all at the same time. Just be patient. You don't even have to buy a metronome, there are plenty of free ones available on the web.

Since your un upright player, I would also advise you to think about how hard or loud you are playing and how much you are moving your fingers. If you play softer your movements will be shorter and more efficient, and therefore faster. Unlike upright where you are tought to really dig in.

I'd definitely go with a metronome when trying to play as fast as you can to build speed. Very easy to vary your meter when you're at the edge of your ability. And your ability to play fast is only as good as long as it stays in time.
