Noob question

ok, you know those short notes you hear on some songs? Like 16th notes played at the speed of 8th notes? I can't explain it very well, but it's like Mike Dirnt plays in Jesus of Suburbia on Dearly Beloved? How do I play like that? The only way I can figure out is to lift my finger off of the fret and then put it back on, but that makes too much fret noise.
