What does Vic do at :33 seconds in this video to get the high *blip* sound? Pressing the string to his pickup?

Yep. Pretty much. Hits the pickup, and the last fret.

You mean he presses the string down on the magnet of the pickup?

Not really on the magnet.
It's pressing the string down between the neck and the pickup.
I guess it also depends on the bass too, I have trouble doing it on my fretless, because it has a neck pickup.
But it's easy on my stingray because there's so much space in between the bridge pickup and the neck.

If you've broken strings doing it than you're doing it way too hard, it doesn't require much strength.
I can also use it to do stuff like press down the string there with my left and and pluck with my right to get that really pitched note. It works on any string but sounds best on the G since it's so tight.

Nope. He's using a partial harmonic with his thumb knuckle as a node -- Jaco did the same thing except here Vic mutes it immediately.

I say this because he's nowhere near the pickup -- those are jazz pickups, not humbuckers and his right hand is not only a little up on the fingerboard but in position for a partial harmonic.

I find it hard to believe that he's getting that sound from a artificial harmonic.
I've seen him do it before, he does it on his bass day dvd. When he's looping all the rhythms he puts one of them in on the 2nd and 4th beat.

He's mashing the string down behind the neck pickup like a hammer on, so that the neck pickup acts as a really high fret. The sound gets picked up by the bridge pickup

He doesn't get that terrible magnet thump because he doesn't have exposed pole pieces.

I've jammed with a buddy of Vic's at the GC here in town and he gets a sound like that by pushing the G string down hard enough and far enough that when it reaches the edge of the neck his thumb acts as a fret and it makes a real high pitched sound. It's pretty sweet. I've tried to do it several times but I can never get the sound I want consistently.

I got it verified from an expert that he infact does push it down to the neck pickup which is why the electronics squeal, much like Tom Morello used to do in Rage Against The Machine. It cant be a harmonic because hes pushing down on the string and its an electronic squeal, not a bend.

P.S. Vic has a very low action that allows him to do this.

I've used the pickups on my bass as frets before, and figured out what pitches they were so I could work them into songs. The thing is, each bass's pickups will have a different pitch, and they will rarely be in tune.
